As mandated through Republic Act 10472 also known as the Sangguniang Kabataan Reform Act of 2015, Section 23 of Chapter 3, the creation of Local Youth Development Council enables multisectoral collaboration of youth stakeholders in the local governance, and shall assist in the planning and execution of projects, programs and activities of the Sangguniang Kabataan.

Hence, the Bataan Youth Development Council (BYDC) was created through the approval of the Executive Order No. 114 on December 2019, signed by the former Provincial Governor, and now the 2nd District Representative of Bataan, Hon. Albert S. Garcia.

This was reconstituted as Executive Order 192, signed by the Provincial Governor, Hon. Jose Enrique S. Garcia on December 2022.
